Notes
Pre-wash: 1 min (agitating)
Developer: 1 mins - 1st min constant, slow agitation, agitating every minute
Stop Bath: 1 min (continuous agitation)
Fixer: 15 min (continuous agitation 1st minute, then 10 secs every minute until 15th min.) Let sit for 3 mins more.
Washing: 15min + 15min (Agitate 1st min, let sit for 14 min. Repeat again with fresh water.)
Photo-Flo: 1 1/2 min (sit)

I think the Photo-Flo step can be almost instantaneous rather than 90 seconds. It merely allows water to drain off without leaving water spots. I am more careful about bubbles than length of time.
If you need that much time for fix, your fixer may be bad. I switched to Ilford rapid and that solved completing the anti-halation step that fixer must do. I do understand some film need longer in fix than others. But most importantly, if it works for you great!
