Recipe & dev times for Kodak Tri-X 400 at 1600 in Ilford Ilfosol 3 1+9

1st min. constant slow agitation. after every 30 seconds 2 agitations. then a stopbath with water for 2 mins. and then fixer for 6 mins continuous agitation.
I feel like the pictures end up too dark but i followed what the light meter said. All the pushed pics I've seen show a high contrast and in my case they're just very grey. any tips on what i might be doing wrong?

It looks like the possible conditions of the fog could be causing this, dont forget to factor the weather into the meter readings. Fog and mist can realllly trick a meter. Are you scanning these on auto?
