Measure ISO 6 or lower. Tray develop under safelight.
Exposure at ISO 6 typically requires at least 5 minutes in the developer to allow shadows to fully form. Lower than ISO 6 you may have to pull in as little as 2 minutes. Expose for the shadows, develop for the highlights.
Presoak HIGHLY recommended otherwise black anti-halation will come off in the developer making it difficult to judge.
