Personnaly I develop this film for a good 6 minutes with the dilution 1:31 and it gives me good results. I was wondering if the fact that you develop for twice as long with a lower concentration will not give you a rather flat results. Maybe for the subjetcs you're shotting, this is what you'd like to achieve.
